From resource opportunity to project execution
Mineral development in Malaysia requires more than resource identification. Site access, ground conditions, water management, environmental controls and infrastructure directly affect whether a resource can be developed successfully.
WHEMR combines mineral-development capability with the civil and project-delivery experience of WHE Bina. Each proof point below is labelled with its source: WHEMR, a WHE Bina project, or the earlier career of a named staff member.

Resource identification & exploration
WHEMR screens prospective areas on geological and commercial grounds, then designs prospecting and sampling programmes for the areas worth pursuing. Current programmes cover tin, silica and quartz, and WHEMR is evaluating ion-adsorption clay opportunities for non-radioactive rare earth elements (NR-REE).

Geology, geophysics & sampling
Field geology and ground investigation show where a deposit sits, how the surrounding ground behaves and how water moves through it. Those findings set the sampling programme and later shape the site design.

Laboratory & technical evaluation
Samples are analysed for grade, mineral composition and impurities. The results feed a technical evaluation of recovery potential and a development concept for each deposit.

Regulatory & environmental coordination
A mineral project in Malaysia needs mineral tenure from the state authority, an operational mining scheme approved by the Department of Mineral and Geoscience under the Mineral Development Act 1994, and environmental approval from the Department of Environment. WHEMR prepares and coordinates these applications, and projects proceed subject to the applicable state and federal approvals.

Civil & site engineering
A mine site needs access roads, cleared and drained working platforms, and cut slopes that stay stable through monsoon rainfall. WHE Bina has repaired failed slopes in Terengganu, Pahang and Perak, and its Technical Director spent nine years designing slope stabilisation and excavation support before joining the company.

Water, drainage & environmental controls
On a Malaysian mine site, runoff has to be collected and settled before it leaves the site, process water has to be piped and pumped, and river banks and shorelines near the works have to be protected from erosion. WHE Bina has delivered each of these types of work.

Project delivery & operating readiness
Before extraction starts, a project needs site offices, a laboratory, workshops and stores, built to programme and run safely. WHE Bina has delivered 16 building and facility contracts, including design and build work for Terengganu state clients, and holds a SCORE rating for management and technical capability.
