Managing Director
Wan Hamdan leads both WHEMR and its parent, WHE Bina. He holds a Bachelor of Business Administration (Hons) in Finance from Universiti Utara Malaysia. He began as a project manager with consulting engineers Wan Husin & Associates in 1997, then spent eight years as a director of Bukit Jerneh Quarry Sdn. Bhd., a Class A contractor, responsible for business development and projects, before leading WHE Bina.
Operation Director
Kamaruddin leads WHEMR’s operations and has been with the company since its incorporation. He holds a B.Eng in Civil and Structural Engineering from Universiti Putra Malaysia and is a member of the Institution of Engineers Malaysia. His earlier career included engineering and service roles with Japanese, European and Malaysian companies.
Wan Anis holds a BSc in Biomedical Sciences from the University of Brighton and an MSc in Cancer Cell Biology from the University of Sussex, and is completing an MBA at Universiti Teknologi MARA. Before joining WHEMR she led research projects at the Institute for Medical Research, with laboratory experience in PCR, RT-PCR and LC-MS.
Noor Aida holds an Advanced Diploma in Building from Institut Teknologi MARA. She has managed WHE Bina’s contracts since 2008, after eight years as a quantity surveyor at Bukit Jerneh Quarry Sdn. Bhd.

Mining Consultant
Ahmad Zuhdy is a project engineer with decades of project management experience and a specialist in surface drilling. The Institute of Quarrying Malaysia certifies him as a Competent Driller for down-the-hole and horizontal directional drilling, soil investigation and mineral exploration. He holds a diploma in civil engineering technology from South Georgia Technical College and a business degree from Universiti Putra Malaysia.
Mining Consultant
Dr Zulkefli holds a PhD in Pattern Analysis from Loughborough University and is a Senior Lecturer at Universiti Teknologi Malaysia, specialising in informatics, signal processing and pattern analysis. His postdoctoral research at King’s College London, from 2017 to 2019, applied data mining to rural economic development.

Chemistry and laboratory
Dr Nor’ashikin holds a PhD in Chemistry from Universiti Kebangsaan Malaysia, an MSc in Chemistry from Kansas State University and a BA in Chemistry from Knox College, Illinois. She began her career as a chemistry lecturer at Universiti Teknologi MARA and has been an associate member of the Malaysian Institute of Chemistry since 1994.
Analytical chemistry
Dr Halila holds a PhD in Enzymology from Universiti Putra Malaysia, and an MSc in Chemistry and a BSc in Biochemistry from Northern Illinois University. At Universiti Teknologi MARA she headed the BSc (Hons) Chemistry (Forensic Analysis) programme and taught spectrochemical methods of analysis. She is a member of the Forensic Science Society of Malaysia.

Technical Director
Ir Abdul Rahim is a civil and geotechnical engineer with a B.Eng in Civil and Structural Engineering from Universiti Putra Malaysia. Before joining WHE Bina in 2009, he spent nine years as a geotechnical engineer with Perunding ZNA and Mohd Asbi & Associates, designing rock and soil slope stabilisation, open excavation and tunnel support, including rock stabilisation for the Jabal Omar development in Makkah and hazard mapping for the National Slope Master Plan.
Senior Contract Manager
Siti Nornaliza holds a BEng (Hons) in Civil Engineering from Middlesex University and has worked in east coast construction since 1990. She spent 13 years as Terengganu branch manager for consulting engineers Wan Husin & Associates, supervising a RM300 million housing and infrastructure programme in Dungun, Kemaman and Besut, and later managed contracts for the MBKT administrative complex. She joined WHE Bina in 2022.
Project Manager, Civil & Structural
Shahrir holds a BEng (Hons) in Civil Engineering from Universiti Teknologi MARA. His projects include the Imtiaz Yayasan Terengganu school complex, the 30-storey MBKT administrative complex, 500 PPR flats in Kuala Nerus, and a flare gas recovery unit at the PETRONAS gas processing plant in Paka.
Environmental Officer
Abdul Razab holds a Diploma in Civil Engineering from Universiti Teknologi Malaysia. He was Environmental Protection Manager at Malaysian Newsprint Industries from 2012 to 2023, where he ran EIA compliance audits, led ISO 14001 audits and reviewed environmental management plans. He joined WHE Bina in 2024.
Rosni’s projects include the Imtiaz Yayasan Terengganu school complex, an education complex at Universiti Malaysia Terengganu, 500 PPR flats in Kuala Nerus, the psychiatric block at Hospital Sultanah Nur Zahirah, and offshore patrol vessel work at Boustead Naval Shipyard.
Abd Latif has worked in construction since 1986. He was a site supervisor with Gabungan Pemborong Quarry Sdn. Bhd. from 1992 to 1998 and a project manager with WRA Services Sdn. Bhd. from 1999 to 2014, including an ambulatory care centre at Hospital Tengku Ampuan Afzan, and later managed the MBKT administrative complex project.
Muhammad Ariff holds a Bachelor of Mechanical Engineering from Universiti Tun Hussein Onn Malaysia. His projects include mechanical and electrical works for the MBKT administrative complex and the electrical installation for a new transfusion medicine building at Hospital Raja Perempuan Zainab II, Kota Bharu.
Muhammad Hazim holds a Diploma in Civil Engineering from Politeknik Sultan Mizan Zainal Abidin, with training in industrial first aid, fire fighting, working at height and confined-space entry, and the four safety and health officer modules. He joined WHE Bina in 2025.
Syahril has 14 years in construction supervision, including inspector of works on the Kuala Nerus district administrative centre and a road project in Perak, and site supervision for WHE Bina on the Istana Badariah works.
